Scoundrel

I just heard from the BATFE that my suppressor application was approved, and now I'm just waiting for them to mail the tax stamp to my LGS.
I've got a few threaded barrel setups already, but I wanted to get one more ready. I have a Rossi Youth Combo (22/410), and I decided to get the 22 barrel threaded. Maybe it's silly of me, since the threading job is going to cost nearly as much as the entire gun did, but my reasoning is this:
1. The rifle is a single shot, so there will be no action noise aside from the click of the hammer hitting the primer.
2. In the grand scheme of things, the cost for this is minimal, and gives me more options for using the suppressor.
3. Who else has a single shot youth rifle with a threaded barrel? It will be a conversation point if nothing else.
Anyway, so I contacted a couple of local businesses about this barrel threading job, wanting to support local businesses first and all of that, and they told me "we can't do it".
I got the idea it was more of a "we won't do it" than a "we can't do it", like it was beneath them to thread a youth 22 barrel or something. If it wasn't an AR, it wasn't cool enough.
But it seems to me that a barrel threading job is a barrel threading job, and all money is green, so I wonder what their issue was.
I then contacted someone on eBay who was advertising barrel threading jobs, and explained what I wanted. He asked for photos, and once I sent them, said it would be no problem. It was a little more money than the Ruger Charger barrel threading service he was advertising, because there is a front sight that needs to be moved, and it is possible that there won't be enough material to thread without reducing the size and adding an adapter like the Walther P22, but that's fine.
Any ideas why the local shops would have turned away this job?
