Had the NRA said one of the smallest I would have agreed. The XDs is narrower and shorter than the Kahr PM45, but the PM45's OAL is shorter and the weight is less than the XDS. I'd say it's a toss up as to which is truly smaller. Both pack a big punch into a very little package.
