I fail to see any "news" in this report.

Bad employees being disciplined/fired for not doing the job.

Do you really believe the police are any different from any other organization/company in that they only hire the absolute best of the best? I'd put my money on professional/college sports having the best record on getting the best of the best.

Even with sports, it's not close to 100%.
