When I was on the force, we would often recommend, or dispatch would recommend, certain situations where there wasn't anything for an officer to do, for the person to make an over the phone report instead of waiting 30 minutes for an officer, then getting mad when we couldn't do anything.
For instance, you leave your car running when you run inside the gas station to get a soda, you come out and it's gone. They can put out an announcement to watch for it (dispatch does that) but otherwise what can an officer do? Video can't be reviewed by the people at the gas station....the report needs the VIN, etc that you probably don't have in your pocket.
I understand it can be frustrating, but if an officer really can't do anything, I understand not wanting to send them when their city is plagued by real problems.

Many cities, small, medium, large have taken to phone in reports in order to save costs. Like JustingN posted if it is a property crime only with no suspect info phone reports are the wave of the future and the way to go.

911 calls are supposed to be for emergencies only. A car theft isn't an emergency unless it takes place at gun point.

after reading some post here, i can see there point...that being said this all the more reason to be able to cc and protect yourself. who's to say a situation doesn't become a priority 2 min after calling it in.

that may be true but I would bet the average Joe does not know that or what is an emergency ,,,to the police dept could be totally different from John Q Citizen.

Exactly right and because it's happening to them, they expect the world to stop and take care of them.
Cops deal with the same thing every day and realize that there probably isn't much they can do. I guess some are comforted by an officer standing there in person writing notes on a piece of paper.
I do sometimes think that actually responding sometimes help catch a few especially in smaller towns like ours where it's easier to pick up a pattern or a description sounds familiar.
I know many people really get upset when they find nobody is coming.

i would bet dispatchers get somereal sh!t type phone calls to. Pluses and minuses in 911 but basicaly it is good..

Dispatchers like air traffic controllers have a really crummy job.
Course its a lot like the game gossip, where you whisper something in somebodies ear and they turn and repeat it and you do that about 10 or more times and see what message gets to the other end?
Usually not even close.
Most of them are very good at what they do but they can really mess things up now and then too.
The responding officers only have what the dispatcher tells them to go on too, which can escalate or deescalate a situation either of which can be really bad for the responder.

The only thing I don't like about that with regard to reporting a stolen car is that over the phone, all a person would need to know is your plate number and address for verification purposes. Then, anyone can put in a bogus call potentially putting people's safety in jeopardy during an aggressive car stop.
In NYC, only the owner of a vehicle can report the car stolen and that's only after proper identification. So walk-ins, yeah sure. Over the phone, no way.

You're right that someone could do this....but if I was really wanting to cause you grief, I'd just call in and tell dispatch that your car (describe make/model/color and give the license) has been pointing a gun at people at stop lights. If people really want to call in and make bogus reports its going to happen...

Agreed but that's a report that the police must respond to while the former is a situation actually caused by the police not doing their due diligence, procedurally. Different, imo. When a police department's job is to keep people safe, I find this possibility unacceptable.

Just know that if the thief is getting into your car you cannot shoot him unless you brought a passenger. Shooting to protect property outside the home is a big no-no.
Hell when I was a kid we'd just string the rustlers up and leave them for bird food. Weren't many rustlers either. In fact my uncle said they did so good he hadn't seen one since before I was born.
