I tend to believe a break open single shot shotgun is better than not having a firearm at all. His point is all about proving that more firearms in an area with the criminals knowing they are there somewhere will reduce crime in that area. Or maybe his point isn't about proving that but his point is about finding out if it is a deterrent.
