Check your extractor and see if there's enough room for the case rim to slide underneath it and be retained there during chambering and firing. I had a problem with a P380 that had a bad extractor. The claw rested on the breech face and would not engage the rim. It was essentially a blow back operation without gripping the rims. You can take the slide off the frame and try to slide a round underneath the extractor claw.
If you're using factory ammo, you shouldn't have a bullet seating problem... rounds not fully chambering.

I don't know. I had problems with extractors on several pistols. My newest P380 (#2) had a bad extractor and the claw actually rested on the breech face and the rims couldn't get underneath. My P40's extractor was too tight and I removed a bit of material on the claw and the breech face to allow the rims to easily slide underneath the claw. I used a small file or stone and fine sandpaper to smooth the areas and avoid binding. You could try removing the barrel and see if rounds drop into the the barrel all the way without binding, too.
With the P380, I had to push the slide forward with every shot. It was just blow back since the extractor claw wasn't engaging the rims. The photo below is with the new extractor. The original had NO space between the inside of the claw and the breechface, so every round was a problem. maybe yours just needs s little more space.

i believe that may be the issue though. my extractor is very tight and doesnt have much movement to make it over the lip of the case. granted i have only tried one brand of ammo.
