It would seem to me like if that was true it would be pretty simple for local police to set up a sting situation to round up the bad guys.

When panhandlers/bums (now called the homeless) would get a handout at a house they would mark the curb so others would know there chances of getting something there were better.

Yeah, besides, now you don't have to worry about panhandlers/bums/OBAMA SUPPORTERS marking your curb. When was the last time anyone had someone knock on their door for a handout? Reality is now that the panhandler/bum/OBAMA SUPPORTER'S handouts are collected from us by the government and mailed to the panhhandler/bum/OBAMA SUPPORTER'S home.
