Google:
"It [telephone surveillance] most usually involves observation of individuals or groups by government ... systems such as Carnivore, NarusInsight, and ECHELON to intercept and analyze all of this ... The official and unofficial tapping of telephone lines is widespread. .... judge the success of its marketing initiatives as it developed starting in the 1950s."
I remember Echelon held a loop of a few minutes looking for key words and would direct hits to a human for analysis. I suspect over the years they have upgraded but it still has to be machine interpreted so your normal conversations should be ignored. I wonder if the new first person shooting games has caused issues with people talking about their action as if it were real.
Funny how people get all bothered by surveillance cameras of public places but don't even know how deep they are already being watched. If interested your should watch the movie "Enemy of the State" staring Will Smith. It may be fiction but the capability does exist. Remember those satellite videos of a strike team taking down a tent camp in the desert when Bush was Pres.

Another surveillance system the FBI has used before is the OnStar system currently available in GM automobiles...They turned the system on and monitored the conversations in a private car without the passengers knowing about it...
The court ruled that they couldn't do this but it had nothing to do with illegal monitoring but at the time the only way the FBI could do it was to disable the system and it wouldn't have worked in an accident as it was designed to do while they were monitoring it...This was when the system was analog and since early 2004 the system is now digital and this isn't an issue any longer
If they could have done it without disabling the primary function of the system the Court wouldn't have had any issue with it and the Telephone companies have been doing it since the 1994 Communications Assistance for Law Enforcement Act became law...
There is currently a push by NHTSA (National Highway Traffic Safety Admin) to install Black Boxes in all new cars by 2015...This will make it even easier to track and monitor a persons every move while driving and you can bet those Black Boxes will be used against you by Law Enforcement and the Insurance companies and not to help the dealership find that annoying little problem in your new car....Big Brother gets even Bigger....

Do you have any idea what it would take to do and store this?
Didn't think so.

This part applies to old PSTN circuit switched land line phone calls (which there is still a lot of out there believe it or not.) Since about 2002 any land line call can be "tapped" by LE agencies with a key stroke. They have direct access under a project that started back in the 90's and was pushed hard to complete in my region after 911. Google CALEA. There is no way that they could capture every call, BUT they can capture any calls that they specifically choose any time they want.
Most of the modern wireless networks use IP (packet switching) for transport and never touch the PSTN unless they are connecting to a landline call. Most all upgrades now to the entire public network use packet data, as do cable companys, Vonage, and anyone else that wants to sell you phone, internet, and TV. Any of this I would think they could get these easily.
Depending on where you call from, to, and what route the call takes will determine ability to capture the conversation. Digital compression could allow them to retain a lot of information.
The only private conversation is face to face between 2 people in the middle of no where I guess now.
