When an incident such as these attracts sustained media attention, it creates a unique climate for our communications efforts."

Evidently this was written before the Newtown tragedy so you'll see it's advice all over the bloviating by politicians afterwards.
I haven't read it all yet but it's good to know how the opposition thinks and works.
