Also a exact opposite bill up for vote, they are trying to figure out what to do if they both pass.

I've read that language in other bills that didn't pass. Hopefully this one will do the same.

I'd say that this bill has a snowballs chance in hell of passing and that it would be overturned by SCOTUS if challenged.
