While I disagree with the locals actions to say selling handguns to the public is "customary" after use is not accurate. Most departments trade in the weapons to the new supplier and they are done with as the new supplier pleases. I know many departments that stopped selling to the general public years ago due to liability issues that ever more liberal courts handed down. Confiscated firearms are almost universally destroyed and for good reason. Departments were also being sued and being held liable when they sold a weapon to the general public, it malfunctioned injuring somebody and they lost the lawsuit.
