I've reduced my 38 target load from 2.7 gr BE to 2.1gr with the 148hbwc. Accurate and pleasent.

MV about twice as fast as you can run.

Here's one for you. If BE86 is de-flashed Power Pistol, then what is BE84?

Not sure, other than the generic search results. BE85 was not flash suppressed, hence 86.
