Kahr offers a $56 PM9 Series Spring Maintenance Kit.
Is something to have on hand in event of spring going bad?
Or, is it a set of springs I should replace at given milestone of shots fired?

Welcome. Kahr recommends replacing the recoil spring at or about the 1500 round mark. Other than that there really no set intinerary for spring replacement. While it might be a nice thing to have on hand I've rarely heard of spring failures in Kahrs, other than sometimes a weak recoil spring. Personally I'd get one of those and get anything else as it's needed.
Course rule of thumb is if you have it on hand you'll never need it, if you don't you probably will but not every one is lucky as me.
Just my pennys worth.

I think the recoil spring alone was only about 8 bucks. Might as well get 2 if you're paying the shipping from Kahr for one which was about $6 I think.

Does Kahr even sell the bare outer spring??
All I saw was the assembly for $23.10 plus $6 shipping. Or the whole set for the gun $56 + $6 shipping, most of which you'll never need. The outer recoil and the slide-stop springs are the most likely to need replacement... unless you have some "sproing!" moments cleaning your pistol... been there, but found the little springs.:)
Try Wolff, who makes the Kahr springs anyhow, and buy several... faster and cheaper:

Just a quick question, I went to Wolf site and they didn't have any recoil springs for a pm45. Are the 40's the same>

best buy ur PM45 springs from kahr until wolffs comes oput with their own and normally they will offer it in 3 different poundages also. It won't be long the PM45 is getting very popular..

I keep some extra outter recoil springs on hand ( I changed mine at 1,400 rds). The inner recoil spring will last longer (thousands of rounds likely), and most folks here will just replace the whole rod/flange at some point. The inner recoil spring is too hard to replace since the cap that holds it in place is locktited on. In inner spring can be replaced (if you can get the cap off) but it's too much of a pain for me lacking the tools. So I'll just buy a whole new rod flange with the inner spring at around the 5,000 rd mark.
See this. New PM9s I think need the "longer" recoil spring while older PM9s need the shorter spring. I asked Kahr, and this is what they said.

Based on the information you've given, I'm going to order the PM9 recoil spring assembly and throw in an extra magazine to spread out the shipping costs.
