I am going to be getting a Hogue rubber grip for my PM9, is there a way of keeping them from sliping down with out glueing it to the gun?

My good friend Tilos recommends hair spray (agua net as I recall). I suspect other brands would work also. I'd also make sure you get the right size, if possible, not sure even the smallest one is small enough. Many like to mount them upside down, seems to position the finger groove in a better spot.
You might also look at Quick Grip, they might fit a little snugger, I've not tried one myself yet but they look very very nice and seem to fit very good.

The Hogue is certainly small enough . I have one on my little Seecamp .32 that is quite snug . Had to cut it down a wee bit .
The Qwik Grip ( note correct spelling ! ) has a model for the Kahr .

i used a Hogue Jr upside down then went over the whole thing with Agrip. VEry secure and very nice to the hand.

After wearing out a Hogue Jr,, I got the Qwik Grip for my PM9 and like it much better. The Hogue felt less substantial and slip a bit. While still new, the Qwik Grip feels like it will be around longer.
I didn't find the size 3a where I bought it but the 3 fits very well without any modification.

Love my Qwik Grips. Thin enough but still feel a whole lot better then the cheese-grader kahr provides. Mine are size #3 not 3A

Used a Hogue Grip and liked it but found AGrips almost the perfect addition for my PM40 w/CTL.
Perfect would be if Kahr installed them from the factory.

I have a Qwik Grip coming for my CM9 and a Hogue on my CW9 so we'll get a chance to compare. I ordered the 3A for the CM9.

I have a hogue jr on my PM9 and it fits good it does not slide, now mind you I don't like the finger groove so I sand it down flush, it fill better that way. Next one I get will be a Quick Grip.

Pachmyer also makes a small grip sleeve. I have one on my P9 and it is very secure, even shooting fast, using +P or NATO ammo. Costs about $8. The Pachmyer is similar to the Hogue Handall Jr, but has less of a palm swell. Either should do the trick.

I have the Qwik Grip for my CM9, size 3A. It fits perfectly. It will move a bit if you are really horsing around trying to get the gun out of an overly tight holster, or something. But, it can be easily repositioned if that happens. Normally, it stays put.
I have the "Hogue Jr.' on my PM9 and it hasn't sliped at all, granted I just wet it slightly with water and worked it slowly onto the gri with no hassles. I also have one (beleive it or not) on my PM45...now that was a bit trickier to get on for sure, but I really like the way they both feel in my hand with the rubber grip slip on's. I absolutley hated the factory chesse grater grips.
