humm, well, lets get some more info:
1) magazines for which gun?
2) are we sure it is a 7 round magazine?
Sometimes the last round is tough to get in, especially on new magazines. but giving us answers to #1 and 2 will allow us to make sure you're on the right track...

For a 6 round mag, 6 in the mag, 1 in the pipe. Top off mag after chambering a round per your manual.

The number of witness holes tells you how many rounds. If you have 5 holes then the mag holds six. Mag capacity equals one plus the number of holes.

Gotcha. Manual just says load the mag and release the slide stop. Doesn't say anything about topping the mag off after a round is chambered. Kinda different. Seems like there is room for 7 in the mag, but there is no way to get 7 in there. I'm good now, thanks for the info !

No manual is going to tell you to top of the mag. That is normal in LE circles but not sure about non LE. I would guess everyone does it.
